There is a rule here too - if the preceding vowel is schwa, it is pronounced (Thomas's), but when this vowel is not a schwa it is more doubtful ('Socrates'?, but Habermas's?). I would also guess that the source of the confusion is sloppy pronunciation of the e in effect.
